Branches view: show local branches first
In the branches section, add the option to sort all local branches to the top of the list.

Sorting by Name or Name (Numbers Reversed) already has this behavior by default. Sorting by Commit Time seems to be the exception that would require this change. It might make sense to enable it by default for all 3 sort methods and allow the user to disable it with this new menu option.
So you mean that "Sort local branches first" should have higher priority than "Sort Refs by Commit Time".
