And I can reproduce that this is working with 23.1.x and  with 24.1.x  - but you need to select "Message" only.

This password is specific to SmartGit and it's local password vault - it shall help you keep your otherwhise plain text passwords more secure on disk!
So it is a "SmartGit Password Vault master password"
